Why buy health insurance?

Companies that offer health insurance policies to their employees as a sign of their commitment to their health are more competitive in recruitment.

In terms of choosing an employer, two thirds of workers cite health insurance as the second most important* motivating factor after salary.

* 2021 study data by BALTA in conjunction with Norstat research firm

Paying for and providing access to healthcare services motivates employees to regularly take care of their health, preventing the risk of illness, and to seek early help in the event of an illness, so that it does not progress to a more serious stage. This results in fewer and shorter absences from work due to illness.

Companies that compensate the healthcare expenses of their employees and offer other benefits experience less turnover in their staff. This saves them the costs of recruiting and training new staff, as well as the risk of disclosing trade secrets.

Health insurance not only boosts employee loyalty and improves the employer’s competitiveness on the market but also provides an additional financial benefit under the state tax policy. By purchasing a health insurance policy, the company saves 70% compared to paying the same amount in cash as a bonus because insurance is an additional tax-free* benefit for employees. Moreover, these funds are guaranteed to achieve their objective of supporting the employee’s health and cannot be spent on other purposes.

* The cost of the health insurance policy is not subject to personal income tax and mandatory state social insurance contributions (for more information about the limits, see Section 8 (5, 5.1, and 5.2) of the Law on Personal Income Tax). According to Section 8(5)(1) of the Enterprise Income Tax Law, health insurance costs are not subject to enterprise income tax.

  • We have been working with BALTA for several years now, and we are very happy with the level of service and coverage provided. It’s something our employees are already used to and appreciate. We also like the fast processing of claims, which is very important if an employee has to pay out-of-pocket after all.

    Our employees value good health insurance as an essential tool for support at critical times, so we strive to keep our standards high and offer them the best we can.

Yes, in Latvia, all citizens and aliens of the Republic of Latvia, as well as other people included in the Register of Service Recipients have many options for receiving state-paid services.

Did you know?

  • In 2023, 11,490,991 state-funded doctor consultations were provided to residents of the Republic of Latvia. Were you among those who used this opportunity?
  • To receive scheduled state-paid healthcare services, the person must be included in the Register of Service Recipients (citizens and aliens of the Republic of Latvia are included by default).
  • A tool for searching for state-paid healthcare services and approximate information about the time of receiving services is available on the website of the National Health Service:

Waiting lists for outpatient services
Waiting lists for inpatient services

The patient co-payment is compensated by BALTA, meaning that you will incur no costs.

Before going to the medical institution:

  • check the insurance programme, the services it covers, the payment limits, and its conditions at balta.lv or on the BALTA app;
  • choose the medical institution and find out about the cost and availability of services because there are:
      - state-paid healthcare services, for which the patient’s co-payment is covered by BALTA, meaning that all your expenses will be covered;
      - paid healthcare services, compensated according to the amount and conditions of the insurance programme bought, so there may be cases where you have to pay for the service yourself;
  • choose your best service provider and method for getting the service.

You can find out how to get state-paid services:

If you have any questions, please call  67500175.

Important to know!

If you use your health card wisely and instead of using paid services, you choose state-paid services, you:

  • will not use up your limited paid services too soon and will be able to use them later when you need them;
  • will not unnecessarily increase the price of the policy, so that your employer can buy the same or better health insurance next year.

When receiving services at partner institutions, you must always produce an identity document (passport or ID card) in addition to your health card.

You may need a referral from your family physician or a specialist to receive the healthcare service.

Without a referral, you can get:
- consultations;
- vaccinations;
- mandatory medical examinations;
- medical certificates;
- dental services;
- sports services.

A referral by the physician is necessary for:
- diagnostic tests;
- laboratory tests;
- manipulations and procedures;
- outpatient and inpatient rehabilitation services;
- inpatient services.

A prescription is necessary for:
- the purchase of medications;
- the purchase of corrective eyeglasses and contact lenses.

If you have any questions, please call 67500175.

To receive a letter of guarantee for paid inpatient services, contact BALTA by phone 67500175 five working days before the planned surgery and send a filled-in application for the preparation of a guarantee for paid surgery via e-mail, to [email protected].

If you have paid for the health insurance services included in the programme out-of-pocket, submit a claim HERE!

If BALTA has not fully covered the submitted receipts, the amount not covered can be reported to the SRS as an eligible expense in the annual income statement, for claiming an overpaid income tax refund.

If BALTA has fully covered the cost of the medical service, the payment document need not be submitted to the SRS.

Receive a statement for submission to the SRS, quickly, easily, and free of charge at balta.lv or via the BALTA app.
