As of July 1, 2025, a new regulation requires electric scooters to have MTPL insurance.
If you cause an accident without a valid MTPL policy, you will have to pay for all the damage yourself, so keep track of the expiry date of your MTPL policy using the app or the Latvian Motor Insurer’s Bureau (LTAB) website.

If a person is injured or property or the environment is damaged in the incident, submit your claim by filling out the appropriate form and sending it to [email protected], or by calling 67533375.
Follow the progress of your submitted claim by logging in to balta.lv or checking the My BALTA section of the app.
Frequently asked questions about MTPL insurance
Only the injured party can receive compensation in an MTPL claim. If a driver has caused the accident, they must use their MOD (motor own damage) insurance policy.
The MTPL insurance policy takes effect once purchased, i.e., it is paid for and received by e-mail. If the policy is purchased with a future date, it becomes effective at 00:00 on the date specified as the policy start date.
If your vehicle has been involved in an accident, you will always receive compensation from the MTPL insurer of the party at fault. However, an incorrectly filled-in European Accident Statement may delay the payment of the insurance proceeds. If you have any questions, we recommend that you contact BALTA’s specialists or call the police. Remember that the European Accident Statement procedure applies to accidents involving two vehicles with no casualties and no damage to the property of third parties.

Within the territory of the Republic of Latvia, having an MTPL policy in paper format is not compulsory, as an electronic record of the existence of the MTPL policy is stored in the database of the Latvian Motor Insurers’ Bureau, and the existence of the MTPL policy is checked electronically by the Traffic Police, Road Traffic Safety Directorate, and other agencies. When travelling abroad, you must take a printout of your MTPL policy with you, as the traffic police in other countries do not have access to the Latvian MTPL policy register.
The MTPL policy for electric scooters is countries of the European Economic Area (including Latvia), as well as in Andorra, Bosnia and Herzegovina, the Swiss Confederation, Montenegro, Serbia, and the United Kingdom of Great Britain and Northern Ireland.

If an insured event occurs, the third-party liability insurer of the owner of the vehicle at fault covers the damage to the injured parties up to the following limits of liability:
- for damage to movable property in the territory of Latvia: up to 1,300,000 euros, regardless of the number of third parties;
- for damage to persons in the territory of Latvia: up to 6,450,000 euros, regardless of the number of third parties;
- if a traffic accident occurs outside Latvia, the coverage limits are determined by the laws of the respective country.
Compensation for personal injuries sustained in a road accident must still be claimed via the insurer of the party at fault.

To terminate an MTPL policy following the legal procedure, you need an application signed by the client and a document that supports the termination of the contract.
The most common reasons for terminating an MTPL contract are:
- the vehicle has been sold or its ownership status has changed otherwise (a vehicle is not considered sold if it has only been deregistered, or if an invoice and an acceptance certificate have been issued for it). Reregistration can be performed with the CSDD register;
- the vehicle is no longer in the possession of the owner, holder, or user through no fault of their own but due to the illegal actions of another party, whereby this has been reported to the corresponding law enforcement authorities.
